When doing an advanced search and using B class, it seems like it is returning the discounted B fare which as was pointed to earlier does not get the co-pay waiver. Is there a way to force an actual B fare?

Call UA and ask for the specific fare basis (use EF to find it), or book through a (human, not online) travel agent. That said, I successfully managed to do a MUA on a discounted/differential-based B fare a week ago, and was not charged a copay. Did UA really close this loophole?

There have been some mixed reports of problems with instant upgrades from differential B fares, but the instant upgrade tool itself was having some issues recently so Id take them with a grain of salt.
I cannot imagine a scenario where I would want to pay for a full, non-differential B fare just to avoid the co-pay. The co-pay is likely to be substantially less than the fare difference between the lowest available economy fare and the full B fare. I agree with you Id buy the B fare as-is and try to apply the MUA. Id be surprised if it didnt work. Its not our fault as customers that UA decided to use B to represent free E+ without bothering to update the MileagePlus copay tables.

Not sure if the loophole is closed. I suppose I could ticket and then if charged the copay, cancel?

It worked. After booking in B and going to upgrade the flight, the upgrade with miles had $0 service fee.
But on a related note, noticed that if you add a connection when forcing B, the overall fares go up quite a bit.
For instance AAA-XXX in B could be $1500
But AAA-BBB-XXX in B could be something absurd like $9000
You could book two separate trips AAA-BBB and BBB-XXX in B and the sum would be about a few hundreds more and not anywhere close to $9000.

The traditional B fares are pretty hefty though. Not only more expensive than Premium Economy, but also Business
